Norfolk, Va. () - The Norfolk Police Department has restructured their structure to deal with a shortage of patrol officers.

Starting in 2020, the NPD said it will manage the shortage of officers by using officers from special units and administrative services as patrol officers.

"The safety of the community and our officers must be prioritized," said interim police chief Michael Goldsmith. "When you are hired on a short-term basis, it is our responsibility to create a plan that will help us manage our emergency response capabilities to protect the citizens of Norfolk and ensure the safety of our officers. Our plan to deploy additional officers will help address these issues and promote accountability to the street.

Another aspect of NPD's restructuring is a new program called "NPD Live" based on their new call response unit, a program that allows officers to be available for emergencies as NPD responds to an average of 17,000 calls each month.

In 2020, NPD created a TRU where people can talk to a police officer on the phone or make incident reports or help with crime-related issues, according to NPD.

NPD said it has created an online citizen reporting system, which allows people to electronically submit reports of property crime incidents, and a MyNorfolk app and online website where people can report quality of life issues.

An officer who responds to non-emergency calls will be cut, NPD said. Callers to these calls are directed to NPD Live and TRU when an officer is not available to answer calls in person.

"Our goal is to use technology as a force multiplier to help keep officers off the streets," said Interim Chief Goldsmith. "NPD is not cutting service, but is changing the way we handle emergency calls so we can provide a better personalized service for more urgent issues."

This summer the Norfolk Police Department redesigned its strategy to better serve the community. This includes putting more police on the streets to reduce crime.

"We want to build that relationship with our community members and build legitimacy and credibility for them," Pickering said.

The department is also shifting resources and reducing individual officer responses to other emergency calls. That includes hit-and-runs, stolen vehicles and burglaries.

Pickering said the department has a shortfall of 261 sworn officers, and is using its technology to fill that shortfall.

"I know our residents have heard about our shortages and are concerned about our ability to respond to emergencies," said Interim Police Chief Michael Goldsmith.

"I want you to know that we have come up with a plan to ensure that our location is fully staffed and available on your phone."

Officials said the police department receives more than 17,000 calls each month and needed a way to handle the large volume of calls.

"The call response unit is a unit of our main records unit. We have several sworn officers who are available to take those non-emergency calls," he said.

Pickering said this puts more police officers on the street to respond to emergencies. He said the department used this strategy last summer as well.

He explained that this would help reduce crime. "It builds that connection and makes people feel good about their neighbors."

Residents can also submit an emergency report through the online citizen reporting system, the MyNorfolk app and website. The department on Friday launched a new tool called "NPD Live" to improve how officers respond to emergency calls. It is one of the first virtual law enforcement programs in Hampton Roads.

Now, when someone sends a message to report an emergency like vandalism or theft in the city, they have the option to speak to the nearest officer.

The way NPD Live works is a dispatcher connects a caller with an officer using Webex, a social media platform. The officer will send a video chat link to the individual for assistance in filing an incident report or in person with crime-related issues.

"You lose a lot of communication over the phone," Pickering said. "There are expressions; there is concern. In law enforcement, when we interview people, we can see the concern and the need to help a person in possible trouble.

"There are some obstacles with COVID-19 and we're all in this together, but one of the things we're using is technology," Pickering said. "We really believe NPD Live is about connecting with our community, so they can see we're here for them."

NPD Live is free for callers. They don't need an account. All they need is an email address and a device such as a computer with a camera, tablet or mobile phone.

"You can still use some of the other features of the Webex platform, for example, a great opportunity to use the chat feature," Pickering said.

With nearly 246,000 calls coming into the department in 2019, NPD PIO Noel Lipico said the program will help reduce wait times that come with in-person responses.

In 2020, the department created a Telephone Response Unit (TRU) and a new app called "NPD Live". Staffed by sworn police officers, the TRU allows citizens to speak with an officer over the phone or make incident reports and assist with crime-related matters.

This is one of the many opportunities the City of Norfolk offers to receive law enforcement service.
